Quality and Compliance Manager (Out-of-School Time Intermediary)

Type: Full-Time 
Salary: $70,000 – $75,000 (annually)

NextUp is a nonprofit out-of-school time (OST) intermediary that provides system-level support and coordination for OST programs, services, and resources in Richmond. Our work through data management, capacity building, professional development, and advocacy envisions a Greater Richmond Region where all youth have access to high-quality expanded learning opportunities in both school and community settings. Through a collective impact approach, NextUp builds power across sectors by convening and collaborating with youth, families, OST partners, businesses, and government agencies and organizations. Our partners include youth development agencies in Richmond and a network of over 130 youth program providers. 

Position Summary 

We’re seeking a dynamic and detail-oriented Quality and Compliance Manager to lead the development and implementation of a robust monitoring and evaluation framework for our program provider network. In this role, you will drive continuous improvement by using data-driven insights, conducting site visits, and supporting compliance processes. Your work will ensure that NextUp’s network consistently meets program quality standards and contract obligations, benefiting the youth we serve. 

Key Responsibilities 

  • Program Quality Monitoring and Evaluation Framework: Develop and lead the implementation of a research-driven framework for program quality and compliance monitoring for the provider network. 
  • Data Analysis & Reporting: Lead research initiatives, create tools for data collection and feedback, and provide actionable insights for system-wide improvements. 
  • Program Monitoring & Site Visits: Conduct regular program site visits to evaluate quality and compliance, ensuring timely and accurate data entry by providers. 
  • Operational & Compliance Support: Ensure contract and system compliance by managing provider contracts, data, and systems (e.g., Cityspan, NEXIS). 
  • Technical Assistance & Training: Provide user support and training for data systems used by program providers and internal staff. 
  • Process Development & Grant Management: Assist in RFP processes, manage compliance reviews, and provide technical support for grant-funded programs. 


Qualifications 

  • Bachelor’s degree in Education, Public Administration, Data Analytics, Social Services, or related field (Master’s preferred). 
  • Minimum 3 years of experience in program quality monitoring, compliance, or related field. 
  • Familiarity with afterschool program quality standards and best practices. 
  • Strong data management skills (Cityspan or similar platforms). 
  • Excellent communication, organizational and project management skills. 
  • Experience with youth development or community-based programs is a plus.
