Quality and Compliance Standards

NextUp works to make afterschool and summer programs more accessible to Richmond youth while building providers’ capacity to improve the quality of their programs. Our compliance standards (as outlined in contracts and subgrants) must be followed for programs to receive funding through NextUp.

Quality standards

NextUp conducts scheduled and unscheduled program visits to monitor program quality, assessed with rubrics. These rubrics are grounded in research and best practices from Policy Studies Associates, Weikart Center’s YPQI model, and V-POST’s out-of-school time program standards. 

To support continuous program improvement, NextUp offers professional development opportunities (valued at $600 per session), technical assistance, and 1:1 coaching at no cost to in-network providers. 

Compliance standards

To receive funding through NextUp, programs must have the following background checks and insurance coverage:

Insurance requirements

  • Commercial General Liability Insurance 
  • Business or Commercial Automobile Liability Insurance
  • Workers’ Compensation and Employers’ Liability Insurance
  • Excess or Umbrella Liability
  • Additionally Insured
All program providers and community partners are required to obtain an annual criminal background check for any staff member, instructor, or volunteer participating in funded activities. A complete criminal background check includes the following searches:
  • National Criminal Records Check
  • County Criminal Records Check 
  • State Criminal Records Check 
  • Global Watchlist Search 
  • Department of Justice Sex Offender Registry Search, or a search of registries from all 50 states, Washington D.C., and U.S. Territories
